Tim Ruskell hired as Bears New Director of Player Personnel
In the category of "No Way Did We See That Coming /sarc" comes news that former Seattle GM Tim Ruskell is the new Director of Player Personnel for the Chicago Bears.
Ruskell is part of a front office restructuring with the Bears. He will oversee all personnel matters on both the pro and college levels, communicating with assistant director of pro personnel Kevin Turks as well as the team’s area scouts who are responsible for evaluating college prospects.

I don't know but I think he'll do well ...
… for us . His days in Tampa Bay were by far his best . Heres a LINK to his bio and heres another LINK to the article I wrote a while back on Ruskell . I , for one , like the decision . He drafts quite well for the Tampa 2 defense and his days with the Bucs reflect that .

Hey guys, sorry for interrupting – I need your help – I’m writing a piece on the ages of offensive linemen in the NFL.
What is the most likely starting 5 along your OL for the upcoming season? For the best accuracy, I’d prefer to hear from you guys rather than trust my own opinions or an ESPN depth chart.
Thanks!
Chris Williams - LT, Lance Louis or Josh Beekman - LG, Kreutz - C, Garza RG, Omiyale-RT

I hate when people talk down about Shaffer.
He played well at RT last season and he’s a great back up at either tackle position. Maybe he can get sum reps at guard and be a versatile OL for us but he’s a good football player and doesnt deserve the crap he gets from a lot of people.

I agree.
I really like Shaffer. At Training Camp I called his name and he actually came over and signed my football. It was wonderful. :]

thankyou!
Honestly i think Shaffer should be our starting Rt. He’s a mauler type.
Do or do not there is not try-Master Yoda
best case
he’ll be the swing tackle, I don’t see him playing at guard. And who knows he may beat out Omiyale for RT

Don't care in the slightest...
He may not be around after this season anyway. I’m sure he can help to cultivate another Seahawksesque mess if he stays!
IT'S NOT TOO LATE TO FIRE LOVIE!
He's obviously another one of Jerry's boys
from the good ol’ Tampa 2 era – with Lovie & friends. Get ready to see 5 DE’s drafted next year…
Come on guys ...
… do a little research before you bash ole’ boy . In Tampa Bay he took a down right bad team and made them into a contender and got them a Super Bowl win . In Seattle he took the Seahawks from the outhouse to the penthouse and got them a Super Bowl appearance .
So really look at his Tampa days ……
Ruskell helped build a team in Tampa Bay that earned postseason berths five of his final seven seasons, including two NFC Championship Game appearances and a Super Bowl XXXVII championship. As director of player personnel in Tampa Bay, Ruskell was instrumental in providing the Buccaneers with a roster that sent seven players to the Pro Bowl in 2002. During his tenure in Tampa Bay, the Buccaneers had at least one player named to the Pro Bowl in each of the last eight seasons from 1996 through 2003. In 2000, the Buccaneers sent a league-high nine players to the Pro Bowl, including a league-best six starters. Ruskell originally joined the Buccaneers as a regional scout in 1987, a job he performed for four years before being promoted to director of college scouting in 1992.Not to bad for a guy whom is supose to be so horrid . The guy knows how to draft for the Tampa Two and built the Bucs team through the draft .
Now really lets look at his Seahawks stint …..
Tim Ruskell begins his fourth season as president and general manager of the Seattle Seahawks. Hired February 23, 2005, in his first season Ruskell helped construct a team that won a franchise-record 13 games and reach Super Bowl XL.
Believing that character plays an integral role in building a winning attitude, Ruskell’s personnel decisions reflect that belief. In his first draft with the club in 2005, Ruskell selected C Chris Spencer, LBs Lofa Tatupu and Leroy Hill, all starters. Tatupu, who many analysts considered a reach in the second round, has earned three consecutive trips to the Pro Bowl, All Pro in 2007 and became the Seahawks’ first rookie to make the Pro Bowl since Rufus Porter in 1988. Ruskell re-signed Tatupu and CB Marcus Trufant to long-term contracts in 2008 to be cornerstones of the defense heading into the future. He has lured unrestricted free agents LB Julian Peterson, FS Deon Grant and DE Patrick Kerney into the fold over the last three years. A trade for Super Bowl MVP Deion Branch and the signing of restricted free agent WR Nate Burleson have bolstered a solid receiving corps.
Yet again he drafted well and showed he could get solid free agents when needed . So that whole Seahawkesque thing was his fault ? No , some of the blame needs to go Mike Holmgrens way too . Holmgren wanted things his way ( and got things his way considering he was the GM and had final say over who they signed and drafted ) and dismantled the Hawks . So really how can you put that at Ruskells feet ?
Overall Ruskell is a proven Pro personnel guy . His drafts are solid ( as seen in both stops ) and his free agents are as well . So really why all the hate ? Is it just because hes a Angelo guy ? Last I checked JA got us some soild guys the last 2 seasons ( Jay Cutler , Johnny Knox , Julius Peppers and Chester Taylor to name a few ) and still he gets no respect . What is he the Rodney Dangerfield of the NFL ? And funny I didn’t hear any down commentary aginest him when he went out an got us Peppers or Cutler . So really give some solid examples of why Ruskell is so bad rather than just bashin the guy .

''I'm really not a Facebook or Twitter guy. I'm a prime rib and baked potato guy.'' - Sweet Lou
I respect your opinion and this is a very good post.
But this statement gets me.
Last I checked JA got us some soild guys the last 2 seasons ( Jay Cutler , Johnny Knox , Julius Peppers and Chester Taylor to name a few )
Other than Knox (who was a rookie last year) and Cutler (who was EXTREMELY up and down in his ONLY season as a Bear) you have identified two unproven commodities (as Bears) as examples of solid guys Angelo has given us the last 2 years and completely ignored the 2nd, 3rd and 4th round picks that have been cut after one or two seasons or been complete busts in the NFL. You need to consider guys like Bazuin, Grossman, Haynes or Okwo (I can go on) before you declare that Angelo has got us
some solid guysI don’t hate Ruskell but forgive me if I am skeptical simply because he is an Angelo guy. Angelo guys tend to fail on this team. And, in my opinion, Angelo has failed this team over the last 6+ years. Want some more solid examples???
If you can't laugh at yourself you must not be very funny.
Nice essay...
And you make some good points in your 2nd, 4th and 5th paragraphs…
But my point is this: if there’s a good chance that Lovie and Jerry are potentially on their way out – who cares if this guy was a good Tampa 2 architect for the Bucs in the late 90’s?
And in case you haven’t been following our record for the past 3 years, JA is not a solid GM or even a decent evaluator of talent. Has anyone seen Jarron Gilbert lately? How bout Henry Melton? Oh, that’s okay we’ll just take another DE with one of our top 2 picks this year. And if they all turn out to be busts, we can always trade next year’s 2nd rounder for yet another DE.
While I can see where you guys are.....
…… coming from I never said JA was a perfect GM . Yes he does make mistakes but what other GM dosn’t ? And yes he has had some eyebrow raisers in Melton , Bazuin , Hynes and Okwo but he has also hit home runs with Briggs , Tillman , Tommie Harris and Devin Hester ( when he was a returner ) . Lets not forget Rex Grossman got us to a Super Bowl while putting up good offensive numbers so he’s debatable on being a bust . Also heres some stuff everyone seems to forget about Jerry Angelo ….
Chicago has three division titles over the last eight years, ending an 11-year drought in Angelo’s first season in 2001. Angelo’s tenure has yielded an overall regular season record of 69-59 (.539), plus a 2-3 postseason mark. Under Angelo’s watch, Chicago has registered the third-most regular season wins in the NFC and 11th-most in the NFL over that same time. The Bears 40 wins in the past four seasons are tied for second best in the NFC and tied for sixth best in the NFLLINK ( Angelos track record )Ummm I think Angelo brought this franchise back from the brink of irrelevance . And the Ruskell hiring could provide as a plus . Its been rumored by every Chicago beat writer that there was alot of infighting going on and no one was working together in our front office . With Ruskell our scouting department will be streamlined and not have some many hands in the cookie jar thus eliminating arguements over players such as Okwo and Haynes . Heres some of Kevin Seiferts thoughts …..
In general, I’m in favor of reducing bureaucracy and making the chain of command as vertical as possible. The fewer chiefs, the better. So from a pure structure standpoint, I like that Ruskell will coordinate both scouting departments rather than have separate (and potentially differing) department chiefs reporting to Angelo.LINK ( Seiferts thoughts ) And heres some of what Mike Wright got ……..
Ruskell will take authority of both the college and pro personnel departments. He brings to Chicago a track record of success.Wow a winning track record means nothing now ?
During his first year in Seattle, Ruskell played a role in the club winning a franchise-record 13 games on the way to an NFC title and an appearance in Super Bowl XL. The Seahawks won three NFC West titles and four playoff outings on Ruskell’s watch. Before he arrived, Seattle had won just three division titles and three playoff games in the previous 29 years.
“I don’t think it’s that big of a deal,” Ruskell said of taking over college and pro personnel departments. “As the general manager and assistant general manager in Atlanta, that’s what I did. I was kind of in both areas.
”I’ve been ingrained in both for the last 10 to 12 years, so it just feels natural to me. I think one begets the other, and I think it’s going to be helpful that one guy is involved with both and communicating with Jerry about what’s out there."
Ruskell served as Atlanta’s assistant general manager in 2004, a season in which the Falcons won the AFC South in addition to advancing to the NFC championship.
Prior to that, Ruskell spent 17 seasons in Tampa Bay’s personnel department, starting his NFL career in 1987 as a regional scout, before being named director of college scouting in 1992. Ruskell became Tampa Bay’s director of player personnel in 2001, and worked in that capacity for three seasons.
Under Ruskell’s direction, the Buccaneers won the 2002 Super Bowl and advanced to the playoffs in five of his seven seasons with two appearances in the NFC title game.
LINK ( Wrights story )Funny it seems to me hes won wherever hes been and has a track record of being able to build solid teams . So really say what you will but this guys record speaks for itself , he a winner . So the way I see it is this glass is half full . I guess what I’m trying to say is give the guy a shot before you hate him .

Again, all of this is in the past
Other than “give up the house” to get Cutler and throw $90 million at Peppers, what has Angelo really done (within the past 3 years) to actually get us into the playoffs? He’s done nothing – except trade away all of our high draft picks for the past 2 years…
While the effort to bring in Cutler was very noble and exciting, after that Angelo has stopped short of the goal - feeding us his bs about the quarterback “making the receivers better.” Does JA actually believed that Cutler can get us back to the Super Bowl all by himself. Why haven’t we made any effort at all to improve the Offensive Line this off-season? In the game of football, Angelo simply doesn’t understand the critical importance of the offensive line. When the Bears hired him in 2001, he came in and said that our “offensive line was a strength” – which even at that time was pretty ridiculous. Apparently Angelo had interviewed 6 times for a similar job to the one he now has – and was turned down:
At this point, I really could care less about the Ruskell hiring. As long as Lovie and JA are in Chicago, Ruskell will essentially be their puppet.
Apparently Angelo had interviewed 6 times for a similar job to the one he now has – and was turned down
So, we were the only team who liked his proposal not to pick OL except in the 7th round?
(Exaggerated I know, but you get the idea.)

O-line debate
Sure, he could’ve drafted a guard in the 5th or 6th rounds, but would that player be an upgrade over Beekman? Probably not, and it’s laughable to hear people on here talk about a lineman that wasn’t even drafted (Ciron Black- aka Johnny Walker’s latest whiskey blend) or someone like Mitch Petrus drafted later being the answer at LG. No guarantees on who starts or has a good work ethic, etc. The Bears actually rated about average in pass-blocking, so to me, I’d much rather have depth at CB. I was more sick to my stomach watching teams thrash our secondary to death, than the O-line’s issues. Remember, the last 4-5 games they played much, much better and with the addition of Tice they’ll only improve. Smiley may be released by the Phins, so I’d be in favor of signing him or trading for him when he becomes available.
''I'm really not a Facebook or Twitter guy. I'm a prime rib and baked potato guy.'' - Sweet Lou
We were 30th in the NFL in running the football last year
And our pass-blocking was mediocre, at best. This off-season we’ve done nothing to address the O-line – other than a 7th round draft pick. It’s time to think outside of the realm of collecting defensive ends and try to upgrade the offensive line (or at least improve our depth). How that’s accomplished probably doesn’t matter.
Lots of changes
since last season. Second year for Omiyale (1st at his natural position), second for CW (really, first at LT), and Tice’s arrival will improve their techniques. The group under that alignment played very well at the end of the season- that’s what I’m going on.
''I'm really not a Facebook or Twitter guy. I'm a prime rib and baked potato guy.'' - Sweet Lou
Where's proof he's on his way out?
There’s really none to speak of, and I believe somewhere it was said or written that JA and Lovie had two years to turn this mess around. My friend and I constantly debate about whether they would retain the current staff. I’m starting to believe they’ll give them another year if they fail to make the playoffs, and this move kind of validates my friend’s stance on this subject.
''I'm really not a Facebook or Twitter guy. I'm a prime rib and baked potato guy.'' - Sweet Lou
There is no proof that he's gone after this year
But most of the stuff that I’ve read indicates that there’s a sense of a “win now” mode in Chicago. Whether that that includes both Lovie and Jerry or just Lovie is open for speculation. The “Ted Phillips” press conference at the end of last year seemed to indicate that Lovie was safe at least through 2010 – and then supposedly Phillips is going to re-evaluate the situation.
Yes
Lovie is safe through ‘10, and Angelo through his contract in ’12. I don’t think Ruskell is hired if there was a chance his job was in jeopardy.
''I'm really not a Facebook or Twitter guy. I'm a prime rib and baked potato guy.'' - Sweet Lou
Sorry, through '13 for JA.
Lovie’s is signed through ’11. I meant there was a chance he could be fired if the Bears miss the dance again.
''I'm really not a Facebook or Twitter guy. I'm a prime rib and baked potato guy.'' - Sweet Lou
I don't think they are in "win now" mode
I htink they are in “do what’s right for the team” mode.
They are just trying to do what they can to make the Bears a better team.
I mean what GM or FO would not get the best players/coaches available if they had the chance? All the Bears did was see opportunities and take them. I don’t really see where everyone is getting this notion that they are gone after this year.
Do or do not there is not try-Master Yoda
After year upon year when the Bears have been the very definition of inertia, all of a sudden they go completely apesheet in acquiring impact players (Cutler trade notwithstanding) – to me, that’s indication that there’s pressure coming from somewhere. We’re not privvy to the higher-end internal machinations of Halas Hall, but I’m a firm believer that actions speak louder than words.
"44 years of football history and nothing to show for it. I wish I wasn’t banned at the Norseman.." - tfrabotta
***Would have. Would HAVE. ... please note***
And the interesting thing about all of this is
The teams that are consistently successful year after year (like the Colts, Patriots or Steelers) generally got that way by making solid draft picks over a period of several years. They didn’t pull a Dan Snyder and throw $100 million at someone, or give up a boat-load of high draft picks to bring in a super star. They did it by building their club slowly, but surely – over an extended period of time.
For some reason, we don’t seem to draft very well (or develop the players we have), so we need to come up with others ways to bring in impact players.
Right
Now, tell me signing Peppers for $90 million on the first day of free agency wasn’t just a tad bit desperate.
It wasn't a desperate move . We went ....
…. out and got the best pass rusher out there to help fortify an area of need . How were supose to get better ? Honestly us going out and getting Peppers was a good move as a team and now you call it desperate . So I guess you see the Cutler trade as deseprate too ? We needed a pass rusher and went and got the best there was and now your bad mouth it ? So what exactly would it take to make you happy ( short of Ditka , Dent and the rest of the 85 Bears showing up to play the season because it seems like thats all that might make you happy ) .

Yes, I think it was a little on the desparate side
And so do many writers in the professional media (I don’t have time to Google articles for you, but they are out there). Suckmyditka said that he doesn’t think that we’re in a “win-now” mode. I think the Peppers move is definitely proof that we certainly are in a “win-now” mode. I never said we should have stood pat and done nothing. But others, in the industry, feel that it was at least a little desperate. Charles Robinson of yahoo sports come to mind as at least one writer who felt that (from what I remember reading after they signed Peppers).
We are in "win now" mode.
Everyone else is being pollyanna.
If you can't laugh at yourself you must not be very funny.
I'm with .....
…….. Suckmyditka , all their doing is attempting to build a solid team that can consistantly win . Also I’m with him on the fact that I think our staff will be retained after this season . So short of a winless season our entire staff will return next season .
by MidWayMonster54 on May 2, 2010 11:06 PM CDT up reply actions
Okay, let me ask you this
If Peppers gets 4 sacks next year, and we go 7-9 again, you don’t think the fan base is gonna want Lovie fired? And Angelo, too? With the money that we comitted to Peppers, if he doesn’t come through, we’re pretty much screwed. Look at it this way – we probably payed Peppers enough to sign both Atogwe and Faneca – or 2 comparable pro-bowl caliber players.
Okay if were playing the .......
……….. " what if " game , what if Peppers gets 12 sacks and we go 11-5 . Do you really think the fan base is gonna want to get rid of Lovie and the entire staff ?
by MidWayMonster54 on May 3, 2010 11:27 AM CDT up reply actions
How many sacks
would Faneca give up in Martz’s scheme? 8-10 is my best guess. It’s been written many places that he’s still a decent run-blocker, but is way over the hill in regards to pass-protection. I’d rather have my pick of Shaffer, Beekman, and Louis.
''I'm really not a Facebook or Twitter guy. I'm a prime rib and baked potato guy.'' - Sweet Lou
Of course they're in a win-now mode
So, you would’ve alright with just the draft picks and a couple of mid-range FA signings that would have little or no impact on the ‘10 season? I’d imagine you would be more pissed about this scenario then how the team is currently structured.
''I'm really not a Facebook or Twitter guy. I'm a prime rib and baked potato guy.'' - Sweet Lou
Very true
but it did seem like you were being assumptive in saying the Bears were acting “desperate” by signing Peppers, etc. It seemed like you may have followed those opinions.
''I'm really not a Facebook or Twitter guy. I'm a prime rib and baked potato guy.'' - Sweet Lou
Not really – he was just pointing out the obvious, that they’re in a “win now” mode. Saying the team made the moves it did out of desperation is not the same as complaining about it.

I would say it depends on the context, depending on the circumstances which led to the last chance saloon. The Bears management, being idiots, pulled off some desperate signings which were also good signings.

I almost hate to reply but...
Are you joking?
Tim Ruskell begins his fourth season as president and general manager of the Seattle Seahawks. Hired February 23, 2005, in his first season Ruskell helped construct a team that won a franchise-record 13 games and reach Super Bowl XL.
If Ruskell joined the Seahawks in 2005, how did he “help” build the SB losing team? He did NOT build that team, it was already built when he got there. What he has done is dismantle that team year on year by adding bad free agents who don’t pan out for a variety of reasons, though not all of them are talent related. If anything, he and JA have the same recent track record; missing the playoffs 3 years running.
Peterson’s stats in 2008, his last year with the Seahawks are comperable to Bears MLB Hunter Hillenmeyer from last year.
Kearney retired after nagging injuries took his production to career lows after his first year; sounds like Harris to me.
Burleson’s numbers and Branch’s numbers were comperable to Knox’s stats and Hester’s stats.
From 2005-2009 the Seattle defense has ranked 16th, 19th, 15th, 30th, and 24th.
Actually I was just noting my indifference to the hiring as kinda immaterial because I do not see him being around past this season anyway. But if I rant for a few paragraphs and use block quotes and “poppy” links, does it make me more (or less for that matter) correct. Ruskell did build a team in TB that had some successful seasons contending for and finally winning a SB and he does deserve his due credit for that. However, his recent history only shows a lack of success, whether he deserves the blame fully or not. He might fare better in Chicago, but do not tell me by any stretch of the imagination, that his recent history is “successful”.
IT'S NOT TOO LATE TO FIRE LOVIE!
Come on guy ...
….. really ? Petersons stats over the same timeframe as Hillenmeyers are no where near comperable . Peterson from 06 -08 had 199 tackles and 24.5 sacks to Hillenmeyers 115 tackles and 1 sack . So how are they comparable again ? Oh thats right you took Hunters best season as a pro for your stat line instead of looking at their production over the same period of time .
If not for Kerneys injury he was well on his way to being a solid FA pick up . In his first season in Seattle he posted 14.5 sacks . That season also happens to be his only healthy and full season as a Seahawk .
Also does coaching play a factor in those defensive rankings ? I certainly think so . Or how about player injuries ?
And let me get this strait your gonna take his past 4 seasons with the Seahawks over his previous 17 with the Bucs ? Really ? Overall this guy is successful . And I respect your opinion here but to take the past 4 years and say he’s not a successful guy as a whole is incorrect . He was successful in Tampa for 17 years where he had the support of the entire staff . In Seattle he had to keep Mikey happy and thats seems to have had an effect on his ability to draft the best players for the system . So can we at least give Ruskell a shot before we say how much we hate him or before we say hes gonna suck as a Bear ?

I believe he'll have his shot (three years)
If it doesn’t work out for the Bears under his watch, he’ll be ousted just like Angelo in ’13.
''I'm really not a Facebook or Twitter guy. I'm a prime rib and baked potato guy.'' - Sweet Lou
I didn't say ...
he was going to fail in Chicago. What I was trying to illustrate was that your description of his “success” in Seattle was far too rosy of a picture. Seattle, for a multitude of reasons, has been abject failure since he has been with them. No, it is never one persons failure in the NFL, it is a team sport. I did say he deserves credit for the success in TB, but to consider him successful in Seattle is just as outlandish as discounting his successes in TB. I simply do not see him as on an upward trajectory as far as personnel management and his recent history suggests that his best days may be behind him. Truthfully, I do not see him having much impact on this year’s Bears anyway. Again, the team is basically assembled and the coaches are in place. He’s just along for the ride this year. If over the course of the next few seasons, if he shows me differently, i will believe he’s a great guy. Until then, he hasn’t had a good season since, say 2001? That’s a long time between then and now.
