Sidney Rice can't be tagged
According to the link above, the transition tag won't be available to players with less than 6 years experience. Sidney Rice was rumored to get the transition tag, but it appears that's not possible.
Dan Pompei, who often appears to be a mouthpiece for Jerry Angelo, however, said that he doesn't expect the Bears to go after a big-time free agent WR. He didn't say this, but if the Bears spend big in the off-season I'd expect it to be on some second-tier (ie not Mankins, Nicks, Gathier, etc) offensive lineman.

There is also the issue with Rice's health
He did suffer a hip injury, and that is never good when you play WR, especially when that offense requires precise route running like that of the Martzfence. He has size and speed along with determination, but I just don’t a very comfortable feeling about him. Also, if we are spending big money its going to be on a few good players and perhaps one “blue chip” player. You dont need to spend all of your money trying to sign all the pro-bowl O-Lineman because ultimately you need players that know the system to be in place. Signing 4 new lineman to start would end up in disaster IMO because only one would have a clue about their assignments while everyone else is playing catch-up. We should sign one to two good O-Lineman ( a guard and a tackle like Nicks and Claybo respectively) then draft one somewhere in the first three rounds. We have other needs that need to be resolved besides the O-Line, lets spend our money wisely.

Doesn't much matter if there's no free agency.
This labor dispute is not going to settle before March 4th. The best chance of that is a decertification move and a lawsuit, and that would lead to other delays in the regular offseason calendar.
My guess is you’re looking at an offseason with either no free agency at all, or an incredibly truncated, low dollar free agency that happens mid-summer. Most players will end up re-signing with their own team for one year deals and hoping for better luck next year.
