Bob McGinn of the Milwaukee Journal Sentinel says that theBears are in the final stages of inking Phil Emery for the General Manager vacancy:


The on the verge of hiring dir. of college scouting Phil Emery as GM. NFL sources said just a matter now of dotting the i's.

Not Marc Ross of the Super Bowl-bound Giants as many had thought...more after the jump.

Update: The Bears are saying not so fast on this one, per Zach Zaidman of 670 The Score:

say no deal has been reached yet to fill their general manager vacancy

Could be a case of not wanting to go Dave McGinnis on this situation. Keep checking back for additional updates.

Some of you may recall this tweet from Sean Jensen ( @skjensen ) atthe end of last week:

Just talked to two league sources who predict -- not know -- that Phil Emery is in the driver's seat to become the next GM of the .

The advantage that Phil Emery had, of course, is that he knows people at Halas Hall. He was an area scout for from 1998 to 2004

If this is indeed the hire, it seems that the Bears continue to not want to stray too far from their comfort zone. The last time that Emery was with the team was before the Lovie Smith era. Will this be a grouping that can bring in the talent needed to win football games?

I like the hire simply because it's a change in direction(i hope)

other than that I don’t know enough about him to comment on it. Although the Chiefs seemed to draft fairly well the last few years.

I like the move, if it happens.

The guy knows talent. It’s his evaluating that brought some really good players to KC and ATL in the past few seasons. I’m optimistic if it gets done.

The top credential to our next GM was the ability to seek out and find talent, especially in the draft. As posted below, Phil Emery certainly has done a good job in that regard.

This is a rather solid hire

Definitely has played a role in each draft he was a part of, and with that a rather long list of players. I will now list notable players he had a hand with on each team, including the Bears where he started his career.

Bears: Olin Kreutz, Brian Urlacher, Marty Booker, Mike Brown, Jerry Azumah, Charles Tillman, Lance Briggs

Falcons: Johnathon Abraham, Matt Ryan, Justin Blaylock, Roddy White, Tyson Claybo

Chiefs: Brandon Flowers, Brandon Carr, Brandon Albert, Dwayne Bowe, Tyson Jackson, Eric Berry

That is quite a long list isn’t it? And each franchise he was a part of all made the playoffs, with the fact each team he was a part of also featured a true #1 pro bowl caliber receiver. Shoot, since he left the Bears only three pro bowlers have been drafted by the Bears since 2004

Phil got to KC in 2009

So Tyson Jackson was the first draft in KC. 2010 hit it out of the park and 2011 seems very solid so far. Phil is mentioned in the book “The War Room” by Michael Holley. Both Scott Pioli & Thomas Dimitroff have nothing but good things to say about Phil and his work ethic. I think you guys have a good pick here.

He will likely be installing the talent scouting system that developed in NE and has spread to Atl & KC which is talked about in the above mentioned book. I think you will be pleasantly surprised with him as your GM.

I don't think he is

Ruskell would be a bad hire. He has proven himself to be a mediocre GM. But Emery isn’t qualified at all. He’s a scout, not a GM. He doesn’t have experience with pro personnel, doesn’t have experience with contracts or market trends. He doesn’t know salary caps or roster construction.

He’s a really bad choice. This choice really stinks of the McCaskey family exerting more control over this hire than we were initially led to believe would happen.

I’d rather have a middle of the road GM (which is what Ruskell is) than put an aging scout in a position where he’s way over his head.

Um, he's been a GM

I’d rather take an average GM than hire an aging scout who is mostly unqualified to be the GM.

Emery MIGHT draft better than Ruskell, but he doesn’t have experience with pro personnel, salary cap management, roster construction, etc.

The GM job is an extremely difficult one with a lot of different aspects to it. Emery is solid in the draft. That’s all he brings to the table. Ruskell isn’t appreciably worse in draft record, but at least he has experience with other aspects of the job. Ruskell isn’t going to crash and burn. Emery could do just that.

…. Emery a shot because of his college scouting honestly . The man can see talent and has helped draft said talent .

And how does one get experience when not given the chance to get it ? Ruskell’s had his chance and did a marginal job .

you could point to the dysfunctional relationship with Holmgren as a reason to think he could do better here.

I don’t want Ruskell at all, though I felt he would get the job from the beginning. But if the choice is between him and someone that people in football isn’t qualified, I will begrudgingly take Ruskell.

If Pioli hasn’t groomed Emry a bit in the way of contracts and negotiations. It seems he is found of loyalty and hard work and giving chances from within.

of a way to prove someone doesn’t know something. He’s been a scout his whole career. There is no reason to think he would have experience in any of those things.

If it were between emery and ruskell, and remember its not

I think emery would be the better hire between the two. Your concerns about emery’s lack of gm experience are valid. However, I think those weakness are balanced by the fact that the bears have one of the best salary cap men/contract negotiators in the business in Cliff Stein. Cliff was an agent for a while and is well known around the league for being one of the best at what he does.

Emery’s strength is supposedly talent evaluation, a skill that has been sorely lacking around halas hall for a while now. While I also think this move has a whiff of business as usual, Im willing to take a chance on a guy that has a good reputation for finding talent. If you can draft well, roster construction will settle itself.

Emery has been around longer than Ross has in the NFL

And unlike Ross or any of the other outside GM candidates, Emery has a rapport with Lovie Smith as well as members of the front office.

Yes

those were good draft picks.

But he didn’t pick them. He scouted them. And as I said before, he has no experience with any other aspects of the job, and was never being groomed for the big chair.

When Jensen polled GMs, team presidents and scouts before the list came out, NONE listed Emery as a good candidate. When Hub Arkush talked to his contacts around the league, the sense was that among the 4 new candidates, Emery was the one who didn’t belong. His sense that is was not an inspiring list to begin with, but that Emery (though being a good guy and a good scout) Emery shouldn’t be on it.

None of us on this board has any clue who a good GM would be. You can’t take a scout and point to players the GM drafted and give him credit. He didn’t make the decision. Just the same, we don’t know how much Marc Ross had to do with the Giants success. We probably can’t give Licht any credit or blame for the Patriots drafts, since he wasn’t in the room. All we can go on is the opinions of the national people, who don’t think Emery is qualified to be a GM.

when those picks were made doesnt mean he demanded them or influenced them……

I would not be a fan of the hire at this moment…..That said he could be the next ted thompson or theo epstein or even the next CloudyFuture (ie via his excellent madden drafts and free agent pick ups / trades)……

Wouldnt be surprised though considering emery worked with Bears in the past and indications are he would keep ruskell and the rest of the scouting staff on…..Most everyone is expecting he is the guy to get hired because of that so I say by the end of the week he will be the guy…..

We're looking at two entirely different reports based on those tweets.

With CSN saying it’s down to two, and Jensen saying they’re going to do an entire round of interviews. I’m more inclined to believe CSN in this case, I think, simply because beat reporters for entirely different teams are getting the same indications CSN was getting, but we’ll see.

Looks like Jensen was right on the 2nd round of interviews
The Milwaukee Journal’s Bob McGinn wrote on Twitter that it was "just a matter now of dotting the i’s" with Emery, but he has since backed off, writing: "Bears say not ready yet to hire GM, setting up second interviews with more than 1 candidate. Sources see Chiefs’ Emery ultimately hired."……

I think jd on w&s show said emery & Ross were actually in the war room and licht was not and very lil was known about licht because patriots success is mostly reflection of belicheck

licht wasnt in the war room because belichick wanted the information so he could make the decision….They also said thats how the pats did things….So eh…..

CSN Chicago still saying decision tuesday

Sources tell CSNChicago.com that the Bears are intent on reaching a decision Tuesday on their next general manager, with information still pointing to Kansas City Chiefs college scouting director Phil Emery as the leading candidate.

But the Bears have hit snags in high-level negotiations in the past and no deal is done until it is done.

Dave McGinnis was into a second day of negotiations to become head coach in 1999 when those talks collapsed and McGinnis left Halas Hall for good. All-day negotiations had Nick Saban on the brink of becoming head coach in 2004, only to have those fall through at the close and the Bears turn to Russ Grimm and Lovie Smith.

Which makes me think…..If they hit a snag on emery ruskell is the fall back the way things are trending…..But the Future is Cloudy…..So eh…..

Is so frustrating. Papa Bear Halas wld roll over in his grave if he knew they were settling for mediocrity. Let’s bring in the worse possible guys for 2nd interviews, because there is less chance they will change the system of ours which haven’t worked in twenty yrs.

licht isnt even in the building during the draft lol

Dude, you are being overly dramatic about these GM candidates.

In all actuality, you have ZERO idea if either of these candidates are qualified or not. The only thing you do know is that the candidate you want isn’t interviewing. Either of these guys could be home runs. We’re gonna have to trust the Bears on it.

Emery has shown some serious good smarts as a talent evaluater.
Ruskell has, by far, the administrative smarts, but can’t pick his nose.

Awesome.....

Second interviews for Licht and Emery, 2 of the 3 weakest candidates to interview, i shouldn’t really be surprised. Ross and Raye were the strongest of the candidates, they can show a good track record of players on their resume. Cruz, LT, Manningham, Osi, Turner, and Jackson. That isn’t a bad list. Besides Bowe, no one on the Chiefs roster really scares anyone. I really shouldn’t be surprised in the slightest. Emery screams status quo from Halas Hall, he will keep our current mediocrity in place, get ready for more pool jumping champions and linemen with historic back problems because they are smarter than anyone else. So frustrating….
